Regular Meeting
1) Approval of Minutes
1. Motion to approve minutes, with corrections by Ms. Siebert, from the meeting of January 10, 2006 by Mr. Zawacki, seconded by Mr. Hill, passing unanimously.
2) Aquarion Report
A) The NPDES Discharge Monitoring Report for South Street facility for January 2006 was in non-compliance for daily maximum and monthly average for Zinc in kg/day. The daily maximum was 0.365 kg/day on 1/11/06 and 0.389 kg/day on 1/18/06 and the limit is 0.326 kg/d. The monthly average detected was 0.302 kg/day and the monthly average limit is 0.195 kg/day. During the month of January the South Street facility had significant rain events that generated flows above the facility design, which put the facility over the 90% design, flow rate for the previous days (91%).
1. Jon Pearson, M&E, will draft a letter to the DEP for review by the WPCA regarding the above-mentioned discharge monitoring report.
B) Closed Circuit Television Inspection of Sewers, Phase I was discussed.
3) 19 Sunset Lane
A) After discussion the Authority stated: Bill the three years back user fees and consider it as a reactivation charge. The preceding three-year user fees were $320, $350 and $390, which would result in an additional payment (previously paid $750 per unit) of $1,060. If the matter were to be deferred, then the payment would increase by the change in user fees.
1. (Mr. Zawacki recused himself from the above-mentioned discussion and vote) Motion to approve the additional $1,060 per unit as stated above by Mr. Hill, seconded by Mr. Briody, Ms. Siebert voting in favor, Mr. Zawacki abstaining.
4) Metcalf & Eddy Report
A) Kovacs Copps Hill Pump Station/South Street WWTF Influent Pump Station Replacement Project schedule was presented and discussed.
1. June 16, 2006 is the completion date for both projects.
B) Fox Hill pump station surge protector burned out. Mr. Pearson is investigating who is responsible for replacement.
C) Kovacs Construction request for payment was approved.
5) Motion to Adjourn Regular Meeting at 8:10 by Mr. Zawacki, seconded by Mr. Hill, passing unanimously.
