WPCA June 11, 2002 Minutes

Water Pollution Control Facility
400 Main Street
Lower Level Conference Room
The following WPCA members were present:

Joseph Lauria, Max Caldwell, Gary Zawacki, Ron Hill, Kevin Briody

Other Attendees:

OMI: Carey Strout, Jeff Sanford, and Jerry McMackin.
Metcalf & Eddy: Jon Pearson
Joseph Heyman: Fox Hill Recreation Center
Route 7/Phase III: George Bakes, Matt Ranelli

1) Approval of Minutes

a) Minutes from the meetings of May 21, 2002 were presented for approval.

b) Motion to approve May 21, 2002 minutes made by Mr. Zawacki, seconded by Mr. Caldwell, and passing unanimously.

2) New Business

a) Force Main and Pump Station Upgrade

1. Mr. Pearson from Metcalf and Eddy gave a detailed report on Force Main progress. 2. The pumps are being tested this week.
3. Haynes Construction is testing their section of the pipeline.
4. Mr. Strout stated potential problem areas and will document and send to Metcalf and Eddy.
5. Project Review for pump station is scheduled for June 18, 2002.
6. Mr. Pearson presented the "Wastewater Engineering" textbook to the WPCA.
7. Quail Ridge smoke testing, manholes and responsibilities of laterals were discussed. All sewer lines within the Quail Ridge complex are the responsibility of the association. The Pump House is the responsibility of the Town.

b) Fox Hill Club House - Joseph Heyman

1. Mr. Heyman, Board of Directors, Phase III, Fox Hill condominium complex stated that the Recreations Center was not being utilized.
2. Mr. Heyman proposed to create three new apartments in the clubhouse in place of the recreation center area. There is presently a recreation center and a one-bedroom apartment in building.
3. The Committee stated that if capacity is available, this should not be a problem.

c) Tennis Courts, Mr. Howard

1. Mr. Howard was not present. Tabled.

d) George Bakes - Phase III

1. Mr. Ranelli stated that the Phase III would be an Age Restricted Independent Community and the application was originally for 91 units and has been reduced to 80 units. Mostly two bedroom with two car garages. .
2. Mr. Caldwell stated that the facility plan does not appear to be encompassed entirely in the sewer district. The committee will research files for further information.
3. The Committee discussed the following use unit calculations: 160.79 units were allocated, 31 used for Phase I, 89 used for Phase II leaving 40.70 units remaining.
4. Mr. Ranelli presented a timeline chart from 1978 to 1996 showing events acted upon by the WPCA.
5. Usage and flow meters were discussed for Phase I and Phase II.
6. Mr. Ranelli stated that they would investigate other senior housing facilities .and discuss at the next WPCA meeting.



e) 40 Gilbert Street

1. The garage and studio was discussed. Letter will be written to Ms. Hineline's attorney regarding possible living area and documenting future hookup and use fees.

3) OMI Report

1. OMI discussed the purchase of the second RBC unit for Route 7 pump station.

Motion was made to approve purchase of second RBC replacement and installation (high density or 50-50 split, details to be approved by email from OMI) for $58,140, Model F89 RBC Covers for $17K for both RBC covers and installation for not to exceed $18,000 by Mr. Caldwell and seconded by Mr. Zawacki, passing unanimously.

2. Problem with generator at South Street facility. Will discuss at next meeting.
3. Panel alarms at South Street were hit by lightning and need to be replaced.

Motion to approve replacement of panel not to exceed $5,000 was made by Mr. Hill and seconded by Mr. Zawacki, passing unanimously.

4. Pump for air compressor needs to be replaced.

Motion to approve purchase ofair compressor not to exceed $5,300 was made by Mr. Hill, seconded by Mr. Zawacki, passing unanimously.

4) Other Business

a) Upcoming meeting on July 9, 2002 will be held at the South Street Treatment Plant in the upper level conference room.

5) Adjournment

a) Motion to adjourn made by Mr. Hill at 9:46 p.m., seconded by Mr. Zawacki. Passed unanimously.
