1) Approval of Minutes
a) Minutes from the meetings of May 21, 2002 were presented for approval.
b) Minutes were tabled until next meeting.
2) New Business
a) Force Main and Pump Station Upgrade
1. Mr. Pearson from Metcalf and Eddy gave a detailed report on Force Main progress.
2. Haynes Construction has tested their section of the pipeline.
3. Mark IV tested Rochambeau to Plant. Damaged section was replaced.
4. Amended contract for Metcalf & Eddy was discussed. Amendment has been approved by the WPCA.
b) George Bakes - Phase III
1. Mr. Ranelli stated that Phase III would be an Age Restricted Independent Community and the application was originally for 91 units and has been reduced to 80 units.
2. Mr. Ranelli stated the average occupancy of age restricted units was 1.7 people per unit.
3. Mr. Hart presented data on various Age Restricted and Senior Housing.
4. Mr. Caldwell stated that Phase III was in the sewer district.
5. Mr. Lauria stated the WPCA has three options. 1) 1 unit = 350 = 40 units, 2) Modify, 3) Table decision, reread documents and the WPCA will finalize a decision, if possible, at the next scheduled meeting.
3) Budget
a) Mr. Caldwell will be meeting with Jay Wahlberg July 11, 2002 to discuss budget. We are on budget by 1%. Once numbers are confirmed, we will discuss setting new rates for next year.
4) Grease Traps
a) CT DEP is in support of new grease ordinance.
5) OMI Report
a) WPCA stated OMI must work within the sewer limits. OMI should not routinely investigate private establishments unless directly requested. If not in sewer area, must be compensated.
b) Route 7 flow equalization tank was discussed.
Motion to authorize M&E to provide sufficient design documents to allow OMI to implement automatic control of the flow equalization tank by Mr. Caldwell seconded by Mr. Hill passing unanimously.
c) Mr. Strout stated the cominuter broke down at Route 7. Chicago label $12,850, Will check on Muffin Monster.
Motion to authorize OMI to purchase Muffin Monster cominuter not to exceed $15,000 Mr. Caldwell seconded by Mr. Hill passing unanimously.
d) OMI and WPCA to discuss Capital Improvement Plan at future meeting.
6) Other Business
a) Next meeting August 13, 2002 at Town Hall, 400 Main Street, Lower Level conference room.
7) Adjournment
a) Motion to adjourn made by Mr. Briody at 9:45 p.m., seconded by Mr. Caldwell. Passed unanimously.
