WPCA October 15, 2002 Minutes

Special Meeting

The following WPCA members were present:
Joseph Lauria, Chairman, Kevin Briody Ron Hill, Gary Zawacki

1) Approval of Minutes

a) Minutes from the meetings of September 10, 2002 were presented and approved by Mr. Hill, seconded by Mr. Briody and passing unanimously.

2) New Business

a) Metcalf & Eddy Force Main and Pump Station Upgrade

1. Mr. Pearson recommended the WPCA approve final payment for Complete Construction for work done at Ramapoo Pump Station less material and labor costs for work done by outside contractors to repair damaged wiring.

Motion to approve final payment for Complete Construction for work done at Ramapoo Pump Station less material and labor costs for work done by outside contractors to repair damaged wiring problems by Mr. Hill, seconded by Mr. Briody passing unanimously.

2. Mr. Pearson, Metcalf and Eddy gave a detailed report on Force Main progress and punch list.

3. Paving allowance increase discussed. Committee stated the construction contract is not a guarantee and the risk is with the contractor for unscheduled increases. Mr. Lauria will speak with Mr. Nels Berg, Town Contractor, to discuss this decision and how it would effect other Town projects.

4. Mr. Pearson presented Change Order #3 for approval.

Motion to approve Change Order #3 by Mr. Hill, seconded by Mr. Briody passing unanimously.

5. Mr. Lauria stated cost savings for the sanitary sewer line vs. the previously proposed septic system was a net savings of over $3M for the Town.

6. Fox Hill Pump Stations was discussed. Mr. Lauria quoted the letter, dated April 9, 2002, to Mr. Jeffrey Croce, former Property Manager, Scalzo Property Management, Inc. "Upon successful start-up, the WPCA would assume responsibility for the operation, preventive and corrective maintenance and all repairs associated with the new station. Ownership would remain with the condominium association. Any replacement costs due to equipment reaching end of useful life would be the owner's responsibility.

b) 632, 626 Danbury Road

1. Mr. George Mulvaney presented permit for 2 use units for 626 Danbury Road.

2. 626 Danbury Road. Mr. Lauria stated that since Mr. Mulvaney's ownership of 626 Danbury Road in 1994, he has paid for 2 use units, except for 1995 and 2001 when it was reduced by request from Mr. Mulvaney. The records show that in 1983 the property was allocated 2 use units. Mr. Lauria suggested Mr. Mulvaney pay back charges and will have 2 use units allocated for property. Mr. Mulvaney agreed and it was accepted for two use units.

3. 632 Danbury Road. Mr. Lauria stated that since Mr. Mulvaney's ownership in 1994 he has paid 1 use unit. The records show that in 1983 the property was allocated 2 use units. Mr. Lauria suggested Mr. Mulvaney pay back charges and 1 additional hookup fee and will have 2 use units allocated for property. Mr. Mulvaney agreed and it was accepted for two use units.

c) Quail Ridge Pump Station

1. Recent blockage in pipe line (softball retrieved from pipe) raised questions on ownership of collection system (inside complex), pump station and force main to waste water facility. Ownership of collection system inside complex is Quail Ridge Pump Station responsibility. It was confirmed that the WPCA owns the Pump Station based upon documentation provided by Mr. Leonard.

2. WPCA will investigate files for further information.

3) OMI Report

a) Discussed purchase of chute to hoist equipment for belt press and various equipment. OMI will borrow portable gantry unit to use with chute.

Motion to approve $3,012.00 to Mariono Bros. for purchase of chute to hoist equipment by Mr. Hill, seconded by Mr. Briody passing unanimously.

b) Discussed reconstruction of manhole on Sunset Lane. Manhole shelf has deteriorated and has to be refurbished.

Motion to approve $1,500 to Cioffoletti Construction to install new invert for manhole on Sunset Lane by Mr. Hill, seconded by Mr. Briody passing unanimously.

c) Discussed Boiler for influent and maintenance building at Water Pollution Control Facility. Discussed boiler verses gas furnace. OMI will research and contact contractors for additional quotes and report back to committee.

4) Other Business

a) Next meeting November 6, 2002 will be held at 22 South Street, Water Pollution Control Facility.

5) Adjournment

a) Motion to adjourn made by Mr. Zawacki at 8:55 p.m., seconded by Mr. Briody. Passed unanimously.
