Meeting was called to order at 7:00 p.m.
1) Approval of Minutes
a) Minutes from the meeting of May 13, 2003 were presented and approved by Mr. Mr. Hill, seconded by Mr. Zawacki and passing unanimously.
2) New Business
a) Metcalf & Eddy
1. Mr. Pearson was unable to attend due to unexpected illness.
2. Copps Hill easement was discussed and will investigate.
3) OMI Report
a) OMI Monthly Report discussed in detail.
b) Mr. Strout presented schedule for collection system cleanout and stated they are approximately 20% ahead of schedule. Updating collection system was discussed.
c) Airlift sand pump assembly must be replaced at South Street. Sand had eroded the stainless steel tubing. Approximate cost for replacement of 12 tubes is $1,586 each.
Motion to approve purchase of 4 tubes and manufacturing the rest and/or if Mr. Strout can negotiate a discount for purchasing all 12 by Mr. Hill seconded by Troutman. Passed unanimously.
d) Hydrant update. Additional parts had to be ordered. Mr. Zawacki previously approved additional items.
e) Bar screen failure was discussed by Mr. Strout. Simplex monitoring system needed for South Street.
Motion to approve not to exceed $1,550.00 by Mr. Hill seconded by Troutman. Passed unanimously.
f) Grease removal discussed. OMI contracted Senegro from New Haven to clean grease tanks. Will commence cleaning in two weeks.
4) Other Business
a) Delinquent user charges. Mr. Caldwell reported on delinquent user charges. In general the WPCA accounts are in good shape with the exception of one commercial account which is approximately three years in arrears and has failed to undertake promised actions to resolve the past due amounts. It was agreed that retention of counsel and initiation of steps leading to foreclosure proceedings is the appropriate response to the lack of action on the part of the user to resolve the issue. The WPCA, as in past efforts, will coordinate its efforts with those of the Tax Collector to recover delinquent taxes and user fees.
b) New rates for 2003 discussed. Must be resolved by next meeting for Tax Collector's use.
c) OMI Contract to be discussed at next meeting.
d) Next meeting July 8, 2003.
5) Adjournment
Motion to adjourn made by Mr. Hill at 8:00 p.m., seconded by Mr. Troutman . Passed unanimously.
