WPCA January 13, 2004 Minutes

The following WPCA members were present:
Joseph Lauria, Chairman; Max Caldwell, Gary Zawacki, Kevin Briody, Ron Hill

Meeting was called to order at 7:04 p.m.

1) Approval of Minutes

Motion to approve minutes from the September 9, 2003 Mr. Hill, seconded by Mr. Zawacki, passing unanimously.

Motion to approve minutes from the December 9, 2003 as amended by Mr. Caldwell, seconded by Mr. Zawacki, passing unanimously.

2) New Business

a) Jon Pearson, Metcalf & Eddy:

1. Middle School Pump Station. Mr. Pearson requested payment to Mark IV Construction for work completed on pump station be paid in the amount of $51,491.71 less $5,000 for permanganate pump warranty retainage.

Motion to release funds to Mark IV Construction for work completed on pump station be paid in the amount of $51,491.71 less $5,000 for permanganate pump warranty retainage by Mr. Caldwell, seconded by Mr. Hill passing unanimously.

2. Fox Hill Gravity Sewer. Mr. Pearson resented list of contractors for Bid No. 2004-15 Contract 03-1. Bids are due January 29, 2004

3. Easements. Easements for Fox Hill gravity line and Copps Hill Pump station were discussed. No easement was recorded for the original Copps Hill Pump Station. Mr. Caldwell will contact the Town Attorney to finalize agreements for easements.

3) OMI Report

a) OMI Monthly Report discussed in detail.
b) Twelve-month graph on flows after rainfall discussed. Mr. Briody requested more than 12-month rainfall/flows to be charted. Mr. Lauria requested OMI to go back as far as their electronic files are recorded. Possible causes of peak flows, i.e., heavy rainfall, damaged lines, illegal hookups and floor drains, unseated manhole covers, etc. The WPCA stated camera inspection of systems would be mandatory under new Federal, CMOM guidelines.
c) Mr. Strout requested purchase of sludge sample stick for clarifiers in main plant. Motion to approve payment not to exceed $600 for sludge sampler by Mr. Hill and seconded by Mr. Caldwell, passing unanimously.

4) Adjournment

a) Motion to adjourn at 8:48 by Mr. Zawacki seconded by Mr. Hill, Passed unanimously.
