Meeting was called to order at 7:05 p.m.
1) Approval of Minutes
Motion to approve minutes from the January 13, 2004 meeting by Mr. Hill, seconded by Mr. Caldwell, passing unanimously.
2) New Business
a) Valeri, 509 Main Street
1. Rocco and Candida Valeri requested a one-year extension for their property and reduction of sewer use units.
—Extension from March 19, 2004 to March 19, 2005 and a reduction of units from 16 to 10.5 were granted.
b) Parmadeli, 56 Danbury Road
1. Added a bakery to deli and catering business. Discussed unit use for deli, catering and bakery. Investigated all units at 52-64 Danbury Road properties, including Parmadeli, owned by The Norfolk Company. New change of use for all tenants will be implemented.
c) Jon Pearson, Metcalf & Eddy:
1. Fox Hill Gravity Sewer. Mr. Pearson presented list of contractors for Bid No. 2004-15 Contract 03-1. Low bid was for $579,190.90 by Mark IV construction. Other bids came in at over $1M. Mr. Pearson stated various reasons for bid to come in higher than cost comparisons: depth of sewer line, proximity of utilities, close proximity to State road, limited work area and limited time to work because of State restrictions and soil. Mark IV's company and bonding was investigated and meets standards.
—Noel Cooke from Scalzo Management Company requested M&E to furnish the condominium association with completed specs to bid pump station. Compare pump station and gravity line costs. Will make their decision after pump station bids are submitted and reviewed.
—Mr. Pearson will contact Mark IV and ask for a bid extension.
—Fox Hill easements are on hold until the pump station bids are submitted.
—Mr. Heyman will contact State Representatives to request available funds from State.
2. Mr. Pearson presented completed South Street (Main) Water Pollution Control Facility - NPDES Permit for signature and implementation.
3. Geotechnical report was obtained for South Street. Will submit a copy to the WPCA and Engineering.
d) Middle School/High School Pump Station
1. Pump station damaged due to Atlas Fence Company installing fence. Wires ripped out of electrical panel and panel damaged. Door was broken into while attempting to reconnect pump station. O&G and Haynes Construction companies will oversee the complete repair and retesting of equipment and door replacement.
3) OMI Report
a) OMI Monthly Report discussed in detail.
b) Problem with F350S Boom truck. Gears were stripped and Mark Ford stated it is not covered by warranty. Jerry Gay will investigate options.
c) Amendment No. 5 to OMI contract was agreed to and signed by the WPCA.
4) Adjournment
a) Motion to adjourn at 8:15 by Mr. Zawacki seconded by Mr. Hill, Passed unanimously.
